Jim and his wife Judy, married for 35 years and has been a resident of Killeen, Texas for the past 34 years.  He and Judy have 5 children. Dawn and Amy graduated from Nolan Middle School and Ellison High School and both reside in Killeen. Justin (US Army) is stationed in Richmond, VA. Jennifer resides in Little Rock, AR and Jessica resides in Seekonk, MA. They have 6 Grandsons and 2 Great-grandsons. Jim raised his family stressing the importance of family values and the importance of helping others and serving their respective communities.
 
Jim was drafted in 1965 into the US Army at the age of 19 and served his country in the Active Army for 20 years. He was commissioned through Field Artillery OCS and served 2 tours in Vietnam and was awarded the Silver Star for heroism, 2 Bronze Stars, the Army Commendation Medal w/ Valor device, Vietnamese Cross of Gallantry with “Gold Star” and numerous other medals of accommodation and achievement. He served 6 years in Germany and extended TDY tours in South America. Jim arrived at Fort Hood in Aug 1984 and retired from active duty as the III Corps Logistic Force Structure Officer in January 1986.  He continued to serve his country as a Defense Contractor (20 years) and as a Department of the Army Civilian (8 ½ years) retiring in July 2014 as Division Chief, Force Integration/Structure/Modernization, G3, III Corps in the grade of GS13.
 
Jim, fully retired, has devoted all his time, energy and professional skills serving the citizens of Killeen from May 2015 to the present time as City Councilmember, District 3 and as Mayor ProTem of the City of Killeen from May 2017 to the present time.
Jim has a BA in Political Science from the University of Arkansas and a MS in Public Administration from the University of Central Texas (now Texas A&M University Central Texas). He has a long history serving the Killeen community: appointed to the Planning and Zoning Commission (1996 to 2003), as Co-Chairman, Killeen 2001 Bond election committee, as Chairman, Killeen Transportation committee (1999-2001) and served as Precinct 408 Election Judge (2010 – 12). In addition Jim has served as President of the Killeen Kiwanis club, Member, Killeen Chamber of Commerce, Member, Military Officers Association of America and Life Member of the Central Texas–Fort Hood AUSA chapter. He sits on the Board of Directors of the Killeen Economic Development Corporation, Killeen Tax Increment Reinvestment Zone #2, Hispanic American Chamber of Commerce Central Texas and Board of Governors Central Texas–Fort Hood AUSA Chapter.
